			<content:encoded><![CDATA[<p>The Energy Act 2011 paves the way for secondary legislation making it unlawful from April 2018 to rent out a house or business premises which has less than an “E” energy efficiency rating. That would affect approximately 18% of all buildings with Energy Performance Certificates (EPCs).</p>

			<content:encoded><![CDATA[<p>Pat testing or portable appliance testing is an important part of any health &amp; safety policy. This site is intended as a guide to both the legal implications and to the technical requirements.</p>
<p>The Health &amp; Safety Executive states that 25% of all reportable electrical accidents involve portable appliances. The Electricity at Work Regulations place a legal responsibility on employers, employees and self-employed persons to comply with the provisions of the regulations and take reasonably practicable steps to ensure that no danger results from the use of such equipment. This in effect requires the implementation of a systematic and regular program of maintenance, inspection and testing. The Health &amp; Safety at Work Act (1974) places such an obligation in the following circumstances:</p>
<p>1. Where appliances are used by employees.<br />
2. Where the public may use appliances in establishments such as hospitals, schools, hotels, shops etc.<br />
3. Where appliances are supplied or hired.<br />
4. Where appliances are repaired or serviced.</p>
<p>The level of inspection and testing required is dependant upon the risk of the appliance becoming faulty, which is in turn dependant upon the type of appliance, the nature of its use and the environment in which it is used.</p>
<p>The Institution of Electrical Engineers publish the &#8220;Code of Practice for In-service Inspection and Testing of Electrical Equipment&#8221; (ISBN: 978-0-86341-833-4) . This guide forms the basis for portable appliance testing in the U.K.</p>

<p>Under the new law, Part P of the building regulations that came into force in January the 1st 2005, most of the electrical works at home have to be carried out by a qualified electrician, registered under a government approved scheme (NICEIC, or ELECSA, or NAPIT) </p>
<ul>
<li>Each year 12,500 fires in UK homes are caused by old or faulty electrics</li>
<li>Every year, 10 people die and 750 people are seriously injured because of faulty electrics</li>
<li>40% of the people had no idea about the age of the wiring within their home and 1 of 5 said their wiring was as much as 30 years old</li>
<li>52% of the people questioned did not know how often house wiring should be checked by a qualified electrician</li>
<li>According to the latest property survey, 65% of the London&#8217;s properties are using old wiring and based on the current standards they may not even be safe to use</li>
<li>If you hire the services of unregistered electrician, you have to wait for an electrical installation approval from the local authority building control inspector, before the installation starts being used.</li>
<li>If the inspector is not satisfied, he can ask for changes to be made or he can even insist for a complete rewire of the property to meet the current standards</li>
<li>Statistic shows that a D.I.Y. or unregistered electrician can cost you twice as much time and money than the work done by a qualified professional electrician</li>
